Silly question but what are we looking at?
It looks like the beam is lower than the joists and needs to be higher -so the OP wants to stick in a spacer

He means even raising the base as high as possible so as to avoid the studs poking out the screed it's still 40mm too short.

Yes, but you'd need to get a piece of 40mm thick steel (?) with slightly over-sized holes.
Or a couple of 20mm thick pieces.
