steel/concrete wall & shelf

hello dear DIYers,

I live in a tower block and I have a corner where I want to put up a small shelf (the blue rectangle).
The corner pillar seems to be made out of steel/concrete.

I tried (hammer) drill, it only goes in 1 cm.
Also tried wire nails, after 1 cm, they get bent out of shape!

Any ideas what I can do?
The shelf only needs to hold maximum 1 kg weight.
It does not need to look professional or tidy, only needs to be strong enough to function!

Did you drill the outside wall, hammer drill may not be enough [assume you know what a masonry bit is?] you may need SDS drill.
 
Looks like boxing for pipes or cables, I wouldn't attempt to drill into it.

The 1 cm is plaster.
Would putting 1 cm screws + 1 cm wall plugs be enough to hold a 1 kg weight?

What else can I try to put up a shelf in this situation?

:)
No. You need to drill outside wall not the corner boxing.
