I guess its because the plastic tanks have to be supported completely along the entire base mate whereas a steel one is strong enough on its own.
The fall could have been incorporated into its moulding though.

Steel tanks are far more prone to internal condensation than plastic ones, hence they have far greater build up of internal water.
