Step to back door

Hi
I’ve removed rotten decking and planning to lay a patio. Patio level needs to match other paving, which is 3 bricks down from the dpc in these pictures.
From patio to door threshold height will be about 260mm.
My problem is building a step to the back door.
The air bricks are under the door and any level of step, or 2 steps, doesn’t allow me to extend the air bricks within the new step(s) as far as I can figure it.
Will I have to install new air bricks away from the door?
Could I build a new step to just under air bricks, or will that cause problem with water splashing/draining into air brick?
