Stick Build Windows

I'm doing a stick build for my in-laws. I have many years experience in building new homes. I'm in a debate about windows. I am saying that they need to have them ordered before the exterior walls go up and they are saying they don't. I am looking for views on this also they want the house weather proofed prior to the windows being installed.

It depends on the lead time of the windows. I think it would be nice to put in the windows the day after the Tyvak goes on the roof.
