Hmmm.. must be before we moved in (~2 years ago). Is it a bad thing, so should I clean it and how?
My wife has noticed another powdery spotty 'thing' on the inside top edge of the same exterior wall, although it is on the inside of another window.
She says it keeps coming back despite cleaning. Is it related to the same ivy?

Looks like Wisteria damage, it clings on and often leave sticky debris when removed.

I wouldn't bother cleaning it off unless you intend to paint it.
