The first step is to move the pipes from along the wall to under floorboards, but I'm realising its not gonna be that simple. :(

Question 1: waste from basin is 32mm. I need to get the right slope through the 'safe' parts of the joists to the soil pipe, but the current 2 points of entry into it are above the floorboards.

any suggestions welcome as all i can think of is removing a section of the soil pipe (not sure how though) and breaking into the boxing that covers around it on the floor below and making a point of entry there???
 
First question - what size are the joists?

Drilling through 4 adjacent joists may give you a few structural problems!
 
As suggested, you can use a strap on boss for the basin connection to the stack and it is ok to drop the pipe down to the lower floor for access.

What size are your joists? Thick, old style joists would be able to take some holes cut into them rather than notches.
 
7"X2", but could u safely drill 32mm holes through 4 in a row with the wait of a full bath above them?

would 32+mm holes drilled through the centre of several joists in a row near the bath have any safety issues?
