They may have seen original calcs but not picked up that things have been changed
A splice connection has to be designed by the SE - it's not just a case of connecting the two parts with a few bolts.
The joint shown in the pic is not a proper splice and is only suitable for lightly-loaded beams. If it is heavily-loaded, there is a lot of tensile force in the two bottom bolts and they may not necessarily be adequate at full design load.
A true splice has top and bottom flange plates, plus either one or two web plates; the bolts also have to be special 'friction-grip bolts', not ordinary bolts.
