It is a fundamental requirement of BS7671 that the earthing and bonding is adequate before any alterations or additions are carried out. Supplementary bonding also protects persons inside the bathroom from potential differences from introduced from outside the bathroom, so I would say yes, it does.

Supplementary Equipotential does NOT have to be in place in a domestic property before commencing an addition or alteration, provided the (quote BS7671) "earthingand bonding arrangements are adequate"
You may wish to point out any eveidence of inadequate supplementary local equipotential bonding to the customer, but this does not necessarily mean you cant continue with your addition/alteration.

No it doesn't if your work is not taking place inside the bathroom.
