Supply Cable No Earth

I hadn't considered using the sheath like that especially as you don't know the length but as you say below 7Ω , cheers.
It was really flameport's idea. As I said, I wouldn't really trust it - if it had already deteriorated from (presumably) under 1Ω to nearly 7Ω (over an unknown period of time), I don't think there is any way of even guessing how fast, or to what extent, continued deterioration will occur (the problem could be very close to the house) - particularly given that it could be years before anyone undertakes any further measurements.
What do people consider the best method of connecting the earth to the other sheath without damaging it though? (I've only seen lead cable inside properties serving lights or sockets previously).
No-one but the DNO should get involved in that - they have their special (I think 'spring loaded', these days) connectors. Whatever else, do not even think of tightening a standard 'earth clamp' (as would be used, for example, for bonding to a pipe) onto the sheath of an incoming supply cable, since that could possibly prove dramatic and/or fatal.

I would strongly advise you leave well alone and pay to have a PME supply installed.
If it can be established for certain that the DNO has supplied a TN-S earth in the past (which is no longer 'fit-for-purpose'), then I would advise the OP to "have a PME supply installed" and NOT pay for it to be done.

We have not heard anything from the OP since their initial post.
Why is photo of the notice taken while it is still on the pad in what looks like UKPN's van, pre-customer signature?
If you had taken a photo of a form, surely it would be after you had been presented with it, not before?

And the fact that RCD is not mentioned on the form is odd.

Yes, it's all very odd.
And the fact that RCD is not mentioned on the form is odd.
Indeed. Given that the written comments only relate to TT and TN-C-=S solutions, I can but imagine that the advice about the RCD was probably given (verbally) as an immediate 'temporary' way of making the installation reasonably safe (rather than flameport's idea of going with the cable sheath {as a 'TT' electrode} and RCD{s} long-term).

As you imply, we really need a bit more input from the OP.
