1. Unscrew the small round chrome bits above the blue / red lines.
2. Use a Boa type strap wrench or grips with a piece of leather / rubber to preserve the chrome.
3. If they are very stiff:
3.1 Try de-scaling with something like Kilrock first.
3.2 Pour boiling water over the taps to expand the brass first.
Those handles and the larger round section that is part of it have grub screws on the back of larger section, turn off the water and turn the handle as if it was full on and you'll see them, loosen them with an allan key and the tap head lifts up and off.
