I want to swap my kitchen tap and there is no isolation valves in the sink. The hot water is from a mains cylinder will I have to turn the cold of then run the run water off until It gets below the hot outlet on the cylinder?

You do not need to drain the cylinder down at all. With a mains fed cylinder you just turn off the cold feed going into it, then open the hot tap to take the pressure off and you are fine to swap the tap. Drawing it down below the hot outlet only applies to vented cylinders. Worth fitting a pair of isolation valves while you are in there.
