A 1.0m lighting cable back with a 6 amp fuse won't like a 4 kw heater drying out a loft space.

One day someone could do such, so by limiting the socket via a fused spur you are avoiding a potential overload. Experience shows that labeling a socket ONLY XYZ does not prevent such actions described.

Maintained phone systems for a decade or so and 2-10 dead system faults were cleaners borrowing market sockets in comms rooms. The pins twisted earth plugs and sockets soon stopped that !

At 17.39A plus whatever the lighting itself is drawing, would you not expect the 5A fuse or 6A circuit breaker (surely not 6A fuse?) to operate? Review the time/current characteristics to determine how long, but the cable should not be damaged.
