Where does the black wire go when it leaves the cupboard?

It runs along the exterior wall and then goes straight to the pole - no joints or anything.

The phase and neutral are both inside the other cable which goes directly to the pole? If so then it appears to be a TN-S.

It joins onto the transformer body, then down the pole into the ground.

I haven't measured Ze. These are photos I took when I visited (it's the in-laws place in Wales and I live in Leicester)

Yes, that's right.

As others have said it appears to be a TN-S but it's a bit of a weired one and I would wan't to see Ze tested to check if it was within the allowed range for a TN-S.
