You say install anchor complete with bolt but surely you gotta unwind the bolt a certain amount or what's going to make it tight in the hole when you screw it in?
Take one out of the pack, hold it in your hand and tighten the bolt.
You should then see what happens to the sleeve, and that will give you a good idea of how it grips in a hole! :)

In some cases you can set the anchors up on the item to be bolted and just slide/fiddle them in  gently. In other cases you can remove the bolt, run an extra nut onto the threaded portion, plus a large washer, then thread it back onto the anchor body before popping it in the hole. The extra washer and nut are then used to spread the wedged ends into place. TBH you'll find the type with a threaded end and a nut and washer easier to use. For a a start the holes don't need to accommodate the ends of the bolts, but you may need to grind excess threads off (so not really ideal for public areas)
