Taconova setter question

Good Afternoon,

My heating system has a taconova setter fitted before a heat exchanger with pump. I've noticed that the spring inside the setter seems to be moving around a lot while the pump is running, is this correct? I don't think it did it before. The pump has recently been changed though. So I'm wondering if this is a)normal or b) the flow rate is now to much or to little for the pump. The internal baffle never changes position even when the flow rate is changed.

What is the new pump, and which setting is it on?
What was the old pump/setting?
 
The new pump is a grundfos ups2 set on 1, the old was a wilo rs25/6-3p set on 1.

Hi, its fixed to speed 1, not variable. The taco has always been on the system since i moved in, i assume its to regulate the flow speed through the heat exchanger, however the baffle never changes above the 8 mark, i just wonder what purpose the spring has and if it should move about so much
