Tap head - keeps spinning

Bathroom sink hot water tap just keeps turning and doesn't shut off water flow. It is a rising spindle head. I have taken the head off the spindle but can't get the metal shroud off the unit yet as need to go buy a bigger spanner.

Once I get in there is it likely to be just a washer issue or will other parts need replacing?

Could be a washer or needs reseating or both.

Thanks for the reply - I took the opportunity to replace the taps to match the bath taps as it looked like it was more than just the washer.
