Hi, I have just brought a new cooker and on taking out the old one, found that the 10mm wire from the cooker control box was wired directly into the old cooker. My question is can I wire the new cooker directly as well without using a terminal outlet box and if not why not?

Yes. Just make sure the "flying" cable is not in danger of heat or crush damage when the cooker is replaced. And make sure the cable type is suitable for connection to the cooker.
