testing a 2 port valve

Is there anyway of testing a motorised valve as I am not getting any CH downstairs and there is no air in the system or pump so the only thing I can think of is the valve, or is there a way of by passing it and opening the valve??

turn the heating on and put your hand on the oulet side of the valve about 2 feet away...if it gets hot, it works.
