Testing oil boiler burner before system fill?

Is it safe to test an oil boiler burner before there is water in flow and return? Ie/ when it's dry?

What do you mean by testing? A quick couple of minutes would probably do little harm, but as the thermostats would not be active, longer running could be very detrimental, even dangerous.
