The MWEIC - legally required, or paid extra?

I just had a NAPIT registered electrician carry out some minor work, including the addition of new sockets, light fixtures etc, but no MWEIC was issued, or even mentioned by him.

My question is, is the minor works certificate a legal requirement that an electrician has to issue on the completion of work, or is it only issued on the basis that the customer asks for it?
 
Not a legal requirement as the whole of the BS 7671 is not a legal requirement, however as a NAPIT member he has signed to comply with BS 7671 so in a way it is a legal requirement, and if the work was being done in a rented property you would under the new law need to keep the minor works and supply copies to the tenant, so again in a way again a legal requirement.

I know the county council social services arranged for some work to be done by care and repair to her house, simple job, replace the battery power for door bell with mains power, and to do it they used a local electrical firm, they could not find a 12 volt DC power supply so used a walmart and a 13 amp socket, and left no paperwork, on testing the socket with a RCD tester it failed to trip, so asked for paperwork, as clearly supplied from non RCD protected side of the consumer unit.

In the end I gave up, at that time to comply all they needed to do was fix a label saying door bell only, so seemed a pointless exercise to keep asking, but if firms fail to raise the paperwork when paid by county council then what chance with a private house?
