By the time Biden took office the US was already down to 2,500 from around 15,000 or so. That's not to say Biden handled it well but the big picture decision was a Trump one

Yes, Trump was in charge of scaling down for a year, then Biden got the last 4 months, realised it wasn't going to work and dragged it out and when it went wrong got the blame.
