There is a problem with removing the double button on the cistern lid.

Hello, I'm having trouble removing the double button from the cistern lid. It's not like the buttons I've seen on YouTube or on the website. Does anyone have any ideas on how to resolve this issue?
The "bottom" and the "side" rings are decorative, I can't rotate the "top" because of the button's spine.
Some ideas?

Can you turn the chrome ring against cistern lid to unscrew?

Is the button assembly preventing the cistern lid from lifting? If not, something beneath the lid may unscrew to release the assembly.

Update:
I was able to pry up the lower ring and found a thread. The upper ring, along with the protruding buttons, unscrews together.
Initially, I hesitated to apply too much force because I feared breaking something.
