Thermal bridging at ground level

I have a garage with wall and footings constructed as in the picture.

There is a significant amount of thermal bridging through the single course of concrete block.
Obviously heat is being lost into the footings themselves, but also to the outside air above ground.
I'm wondering whether there is anything to be gained by eg back filling gravel against the outside of the wall, or whether some sort of insulated skirting (which wil be a PITA) on the inside of the wall is the only way to improve the situation?

In the absence of any actual probelm, you would be wasting your time for no benefit at all.
 
Doubt back filing gravel will help much, you could externally or internally insulate.
