I think I would suggest wiring the two stats in parallel, so either one could cause a demand for the boiler to run.

There is no other way, to make a demand for the boiler to provide heat. How would you suggest it should be wired?
Are we talking at cross purposes?
The OP has a thermostat controlling the electric underfloor heating in the bathroom. It has no call to the boiler. That's why it wasn't doing anything.

Sorry, yes - I thought the underfloor was wet heated.
Obviously, the installer was required to fit a stat for the wet heating system, yet didn't. A stat is now a legal requirement, so the OP should press him to come and fit one.
