Thermostat on Amptec Flow Boiler green flashing

My sister in the UK has a problem with the thermostat on an Amptec Flow Boiler. The green light does not stop flashing at any setting. She is worried about this so has turned the heating off.
What does this mean. Also what temperature should she set it at, I believe she has 5, 20,30 and thus asumes this is centegrade. The boiler was not installed by her.
