Thermostat Replacement Help

OK, I just wondered if you had blown a fuse and welded the switching contacts of the thermostat together.

The OP doesn't state the model, but from the instructions he's posted, and the terminal numbering it looks to be this one. [there isn't a T4360F shown]

In which case all of the terminals are 'live' terminals:

1 is Live supply
3 is NO
4 is NC

Honeywell thermostats usually use 2 as the neutral, and the space is left blank

But even if there was an anticipator and it wasn't connected, it wouldn't make the boiler stay on.
