Tiling an uneven floor

I've read some of the previous posts about tiling on an uneven floor. I'm going to put sheets of plywood over the floorboards, do I have to try and even up the level of the floorboards as best I can before laying the plywood?

What is the problem of the flooring level ?
 
Some of the floorboards have been replaced at sometime and weren't the same as the original ones, making the floor of uneven height in some areas.

Depending how high the difference is and the thickness of the plywood you're going to use.If it was me I would take out the old flooring and replace it with exterior plywood with screws,this means the new floor level will be the same as before otherwise you will be coming up higher with the thickness of the plywood and the tiles if you put plywood on top of the old floorboards.Also it would give you a chance to see wiring,pipe and woods rot etc.
