Tiling on a thermal block floor - which adhesive?

Hi. I need to lay some ceramic tiles in porch on a dense thermal block floor. I presume I'll need to use a flexible adhesive like keraflex but would be grateful of some advice. Also, do I need to do any prep like pva or can they just be laid straight on the block?
