Tiling on painted, concrete floor with slope to drain

I plan to lay tiles (probably ceramic) in my cellar.

I have 2 questions:

1) The floor of my cellar's washroom (approx 12sqm) has an in-built drain approx 30cm from one wall and the floor obviously slopes towards this drain. What precautions and potential problems do I need to consider regarding the slope?

2) The floor is painted with a water-based acryllic paint, specially designed for concrete floors. Do I need to completely remove the layers of paint back to the raw concrete, or do I just remove any loose paint prior to laying the tile adhesive?
