Tiling other after old tiles removed

It looks fairly sound, is any of it loose?
I'm going to have a look it's a picture my friend sent me I'm a plumber by trade
Would you think scrap any loose off if any of the top layer is. Then prime with SBR bond before tiling and should be ok?
It should be ok or calls for skimming
Is it kind of a hard one to tell without seeing it? Thanks for any advice
