Tiling over an adhesive

I am about to tile my dining room floor- ceramic tiles The base is concrete scree. The previous owner had the old carpet underlay stuck to the floor with an adhesive. Although the carpet and underlay has come up ok, it has left a surface of dry adhesive which is almost impossible to remove. Am I able to tile over using a normal adhesive or do I have to use a special adhesive and do I have to use any preprimer?
