Cera B&Q adhesive

Have tiled a matt emulsion painted plasterboard wall with ceramic tiles using Cera (B&Q Trade adhesive ready mixed.) I am waiting to grout it but after two days the tiles were still loose and falling off. The adhesive remaining on the wall had a pliable, flakey or rubbery texture. (Like old carpet underlay) It can be easily scraped off the wall Replacing some tiles, even with the emulsion paint removed, has had a similar result.

Any suggestions as to what is happenning? Is it worth waiting longer to see if it sets?
