Tiling over painted wall and tile cutter recommendation?

I'd like to tile the kitchen, between work surface and top cupboards.
Currently it's painted. Would I need to do anything specifically to prepare the current surface before tiling?

Also, are the cheaper tile cutters any good, the ones with a cutting wheel and water tank? If so can anybody recommend one?

get some masking tape, put on wall for 10 mins then pull off, if paint comes off it needs to come off.

cheap cutters can be more of a hinderence than help, for inexpensive but good for a couple of uses look for plasplugs wet cutters, and any dry cutter for around £50 should be good enough, if you want the pro cutters use rubi ones.

Thanks Jef, it helps very much.
Paint should be good as walls were reskimmed a while ago. I coated the walls with thinned down paint before final coats.
