Tiling over partially removed linoleum floor w/ asbestos

Well I wanted to put tile in our 2nd bathroom, I started ripping up the old linoleum (there were 3 layers) when I found out one of the layers had asbestos in it. So I stopped removal, and now the bathroom floor is a mess, part of it has some old linoleum still attached, the other parts are in various stages of removal.

My question is, can I just clean up and then cover up the floor now as-is with something (like a concrete overlay??) and start tiling over that?? Any ideas??
