my understanding is that compacting 100mm hardcore (using tamper) provides the secure solid base needed? i thought it was more solid than compact soil?
You dig the topsoil out, and lay the pad on the next firm strata of load bearing soil

The way you propose if fine as long as the gravel bed is well compacted.
Agree. The sub-base will fare better under certain conditions in any case. If the OP does as I say and increase the footprint and stability of each block, with a generous bed of strong mortar then he'll be quids in.
