Time scale and whats needed

I wish to open up my living room/dinning room, turn stairs around and straighten the joists at the rear upstairs of the house, house used to be 2 flats and from this the floor slants ,the layout is livingroom to dinning room to kitchen. what i have now is an opening to the dining room, but i want a hidden rsj instead of the loadbearing wall,the stairs are at the rear of the house directly opposite the backdoor, i want the stairs turning around so that they will start in the living room, will i need plans ,i realise i need calculations done for the rsj,
forgot also want a chimney breast taken out.,its part in kichen and dinning room also will give the kids more room in their bedroom.
