What are the requirements for TMV’s where the wc areas are used by the public but they are fed by a combi, can the water be lowered on the boiler or are TMV’s required on the whb’s?

They are a legal requirement in certain 'public' facilities, nursuries, hospitals (TMV3) care homes etc etc.......

As good practice and to cover yourself fit them where the public might use em and you would be liable if anything went wrong......just turning a boiler stat down won't protect if that stat fails......

Remember in regulated areas they must also be serviced regularly

I think you might find they specify temperature control. A combi does that - keep out of the way of public hands.

Not sure if water has to be minimum of 60C for legionella, and the TMV lowers the temperature at the taps. Worth checking.
