Toilet Blocked - Fills Up when Toilet on Floor above flushed

I have a downstairs blocked toilet. Tried plunger but no joy. Water does drain away slowly over many hours. When I flush toilet directly above on next floor notice downstairs toilet filling up.

Not sure whats going on - next step will is to get a flexible coil from Wickes use it on downstairs toilet.

Would appreciate any help understanding what's going on.

Don't think I have manhole cover on my property. I forgot to mention I have a 3rd toilet on my extension and that seems to be working ok.

Water from downstairs Toilet is slow to drain - Restriction between toilet and sewer, check manhole serving property.
Water from upstairs toilet causes water in downstairs toilet to rise - Restriction between downstairs toilet and sewer, check manhole.
Water from third toilet is uneffected - Different branch (?) so use that one for now.

Knock on doors, see if a neighbour has slow draining toilet(s).
 
Tried neighbours - nothing there. Just used 2 metres of drain coil down toilet but made no difference. Maybe time to call in Dyna Rod
