Toilet/ drain smells

I'm getting a smell from my downstairs toilet and bubbles at times. It seems to be more when it rain bad.. They have redone the sewer out side and black top my street.. And where they connected to the old line down the street, a pot hole keeps happening.. Could that be my problem?????

Quite likely that the pothole is a symptom of a collapsed drain, which blocks up and causes backflow.
