toilet soil pipe minimum diameter

I would like to move my toilet across to the other side of the flat, there is a downpipe which is 60mm in diameter. Is this sufficient to take the waste from the toilet?

No.....not according to building regs anyway. 4 inch/100mm

I guess i'll either have to go for a Mascerating toilet or try to connect through to the existing downpipe (having to negotiate the kitchen and front door on the way!)...any advice on this greatly appreciated (especially minimum diameter pipe for a mascerating toilet)
