toilet trouble

I have just fitted a dual flush toilet to in one of my tennants houses, however a small pipe called a refill pipe that should go from the, "refill hole of fill valve to top of overflow pipe" is missing. It dosen't help that the instructions seem to have been written by a ****ed chinaman who doesn't speak much English. What does this refill pipe do? The toilet came from plumbworld and at the moment I am not impressed by them, they are difficult to get hold of on the phone, didn't phone prior to delivery like they promised and now say the contents should have been checked prior to signing.
 
On the invoice it says Ceramica Tuscany Toilet. Can't find anything else about it on the instructions.
 
It doesn't say on the instructions so I will have a look at the actual bits when I go in tomorrow, I will 'phone Plumbworld again tomorrow and see if they are anymore help.
 
Is it a Fluidmaster inlet valve, by any chance?
The US version has this pipe, but the UK and Euro versions do not.

The 'nipple' that it attaches to in the US version is there in the UK and Euro versions, but there is no hole in it.
