too late to start hammering in the garden?

Depends whether your hammering in the garden or getting hammered in the garden.
Personally I reckon up to about 8 at night should be ok depending upon neighbours having babies or young children.
If their deaf though, just keep going until your tired.

i personaly aim for 19.30 as a "noisy" cut off point in my workshop by this i mean anything longer than 1 second with the doors open [chop wood for example] or about 5 seconds with the door closed [ripping a board for example]
i will occasionaly push the boundarys when its urgent but no more than say 2 mins routering for example but never after 20.30

My council used to restrict building noise to 8am-6pm outside those times you could complain. Many young children are in bed well before 7pm.

must remember to eat if I'm going to be doing DIY in the garden..

work up at 8am and had some sliced chicken as I was hungry..

went out to do the shed at about 12...
14:30 ish, nearly fainted....

had to come inside for half an hour and have something to eat..
to faint headed to cook so I had a couple of apples..

You can hammer anytime you want, the law is very vague on DIY.
If it was not DIY it's a little different and also the proximity of the neighbours would be taken in to account.

The law in uk refers to the noise, no matter what the source so any excess after 11pm can be dealt with my local council noise control people.
