Top of drive lower than foundations

Hello.
I have excavated my drive and set up my levels. The top of my drive will sit lower than the foundations of my neighbours retaining wall (which barely has foundations)
Any advise on what to do down the side?

Put a row of edgings down the side, set away from the wall, and fill the gap with concrete.
