Towel rad - Worth replacing

My rail is rusting a bit in places on the outside, heats ok enough, but im thinking after adding some inhibitor into it the other time whether and this being literally black its gone a bit on the inside?

No idea how old as i inherited it with the house.

If you don't know the history of the system, then adding some inhibitor wouldn't do any harm. If it's a white panel radiator, then it can be rubbed down, painted with a rust inhibitor, and then red oxide, and then finally sprayed with a can of radiator enamel - or you can replace it.
