transfer pump for 28-second heating oil (kerosene)

I need to move some 28-second heating oil from one tank to another.
Need to move say 500 litres ..but only occasionally...so didn't really want to spend hundreds.

Any suggestions? It seems from doing some looking round that a lot of electric transfer pumps are for diesel and gas-oil (35sec.) & many adverts exclude 28-sec./kerosene ..presumably because it's classed as flammable ..with a lower flashpoint.

I've even seen someone advocate using a small drill pump of robust design. Now with transferring petrol I wouldn't go near anything electrical..mains or battery powered..but with 28 second..is it so dangerous? So far all I can find which state suitable for kerosene are hand-powered pumps..some quite fast (100l/minute)..but over £100.
