Traps & U bends

I was called out by a cheapskate landlord who had fitted a kitchen sink without a trap and the tenant was complaining about a bad smell. I explained he needed a trap, he told the tenant to put the plug in the hole and that will resolve the problem. I am pretty sure he is breaking some bye law but not sure, can any of you guys help?

Yes, it is a breach of The Water Regulations, and, probably, the Building Regulations.

If you need advice then the tenant's local authority's environmental department should be able to help.
