I wouldn't really class damp or water in a subfloor void as unexpected. It's sloppy workmanship which has caused the fault.

It's a water leak which caused the fault, but the placement of the JBs could have been avoided.

As I said earlier, I agree that they shouldn't have just been left laying on the ground as it's not entirely blameless.

Personally I'd say that while the subfloor isn't intended to be wet, it's a fairly predictable situation - all it needs is a blocked drain, or very heavy rainfall, burst pipe, ... I've even seen one that's tidal, you could look down where some boards had been lifted and see the water level go up and down with the tide :shock:

So putting a junction box on the subfloor would be wrong as it is foreseeable that sooner or later it will get wet.

The analogy with throwing drinks around isn't valid - at least not in this discussion. However it would be true to say that the potential for water inside the property should be considered - eg, all other things being equal, it wouldn't make sense to put the CU where it could get flooded if the bath overflows and so on.
