The cylinder is pressurised by the incoming mains water, unless you have a booster pump unit fitted in which case cylinder is still pressurised by incoming water pressure but pump may have failed.
If the hot water pressure is a lot lower than the cold, and no booster system fitted, then the normal cause is faulty pressure control/filter assy.
You really need someone qualified to work on unvented cylinders to diagnose, repair and test them properly.
