have you checked the stopcock and isolation valves are fully open ?
try running shower without the showerhead on does it change ?
the inlet filter is clean ?
what tco did you change ?
if all the above are ok check the flow/stabilizer valve.

Replace the TCO, but also replace everything around it.
Or buy a new shower.
in other words you can't fault find on a electric shower.
Thanks as I didn't realise there were two tco's on this shower but Triton call it the outlet pipe assembly so we are all sorted now.
